I don't have elrs, but have you tried powering it up 3 times in like 5 seconds, it's supposed to active bind mode... I also want to check that you are clicking "save" after making the change in BF video transmitter tab.

It's hard to say go for it, or don't, as i do t have experience with fast protocol. It's probably more than fine. But can it fit on a whoop? I have 2 air65 whoops with old frsky xm+ receivers because i already had them and i didn't want a new module... my 150mw frsky keeps up with a 400mw whoop, and they're still 18grams dry.

 ^probably the longest flight times, but the lava 300mah is what I prefer on my air65Race version; I originally slapped a ph2.0 pigtail on mine to use old batteries... my 220mah would brown-out from anything more than a hover, and crash. My gaoneng 250mah would fly flashing low battery but fly for 1:30... I swaped to the bt2.0 connectors on those same batteries ( I wouldn't recommend swapping plugs on those stick packs; difficult) and it maintains higher voltage for longer but last about 2minutes, landing at 3.15v, resting voltage came back to 3.75v.
After putting 1208x3 props, and 96k pwm firmware on escs, I get 2:10 of speedy cruising 1:50 of intense freestyle; my osd says 150mah used and by then it's at 3.15v hovering
The lava 300mah is the way to go. When I land those packs at 3.4v they come back to 3.75ish, and usually over 3min of hard ripping because the folded cells are so much better!

I think the bench test might show it could use a higher dynamic idol is all... if that's a bind and fly drone it sould be configured good enough already. 
  If the motor was stopping and twitching like that only upon first arming at zero throttle, I would think the esc setting called start up power needs to be increased. Chris Rosser says that setting can be maxed out for whoop motors.

This seems like normal behavior. It's basically impossible to maintain stable hover that close to the ground. 
When you hold an armed quad in position 2 motors will go nuts trying to raise one side, high side is trying to make as close to zero thrust as possible, when it's trying to correct for yaw it must spin whatever prop on the low side that will generate rotational force to counter external force rotating the craft. You think you're holding it still, but the flight controller is trying to correct for the slightest movement, airmode makes the quad over react to every bounce on the ground, the "hover" should be at like 30-60% throttle. If that's the case pop the throttle past 60% for half a second to get off the ground into clean air, then hover at like 1 meter; it should take many tiny corrections from you and it's very hard to hover perfectly still.

Oddly enough, the race version comes with those props, they're probably better for the lower kv motors. I have the air65r with 1208 x3  Gemfans, and I use every bit of the 2700kv motors.

I do change my hover point with a different rate profile, selected by switch via adjustments tab,depending on the size of battery pack I'm using.

I keep my rates the same from profile to profile, but i change the throttle mid to zero so when I apply throttle expo it gradually dips down around center but still reaches 100% at the end of the stick, that helps my resolution around hover when using a lighter battery packs.

If you feel your hover piont is to low on the stick, set throttle mid to 1.0, then add expo and the throttle curve will raise up to your hover point sooner on the stick. If you use a big heavy battery, it takes more throttle to hover and subtle throttle changes afect the quad less, so changing the curve in this way would get back throttle responsiveness, with the exception of high throttle resolution( the difference between 80% throttle and 100% throttle would be less.

My hover throttle position is about 48% but, I just switched to 1208 props. Also, throttle limit will raise your hover point on the stick. if your hover point is close to 50% expo alone won't change that, but adjusting throttle mid along with an expo value other than 0 will change your hover point on the stick.

I don't have airmode always on. It's assigned to the 3way switch I use for arming: down=disarm, mid=arm w/ no airmode, up=arm w/ airmode on. I don't notice any change in the hover piont when switching airmode on/off.

That definitely sounds like the ESC is the issue. I would assume this was a Blheli_s ESC. You could try flashing to Bluejay vie ESC Configurator https://esc-configurator.com/ to see if a bad settings. But I think you new new ESC.

That's what I would guess as well, you're definitely in the range that most people are. I actually might be worried if you saw 4.35v in the goggles.

I've seen my charger say it's putting 4.53 volts to my HVs just before finishing. When pull them and check they read 4.35-4.37v. When I plug them into a quad, then put my goggles on they read 4.2 something. Depending on vtx output, it's at 4.0 by the time I find the hover point.

A good thing to check is the receiver tab. Make sure each channel goes from 1000- 2000 when moving the sticks from min to max, center stick being 1500.

@jfpoulin sounds like you need throttle limit on; maybe 75%, or no limit, but throttle mid at 0-0.1 and expo to .15-.5

Pls post some analog dvr of that set up when you can, I'm realizing my 7 year old  eachine box goggles aren't recording as good as my flights appear in real time. I've been on the fence about getting an adapter for my dji goggles.

I can gift you a couple sets of 1208 props. I haven't been going through them at all. I do have the extra set that came with it too... and it's like if we're meeting up with all the stuff to complete a quad we may as well gorilla whoop that spot?
